No, as long as you're living its never too late. You're still young. As for relationships, you can't tell what a girl wants just by looking at her. You never know, she might like someone who is caring instead of someone that just wants to sleep with them. I know its hard, but all you have to do is go up to them and ask her if she'd like to go out with you. If she says no, then go ask another girl you might like. Good luck.
