Where can I get boot enchantments or bonuses that allow me to run faster on world of warcraft?

Mostly you just need to level up. At 20 you can get a mount. As the previous poster stated you can get the cl buffs when you reach the appropriate levels. There are trinkets like the stop watch that you can get when you're even higher.
