Tatto I got 3 days ago is red and swollen. Is this normal.?

I just got my first tattoo 3 days ago on my foot of all places. I love the tattoo but not the pain. Today when I woke up the area around my tattoo is very red and swollen. It is also oozing. It looks awful. I don't know if this is normal or not. I am not taking any chances. I have a Doc Appt. The tattoo I have is four hearts. The biggest heart is the one giving me trouble. It has almost no color left. I have been very diligent about taking care of it. I clean it often and am still using a&d ointment (this is what the artist told me to do) . Any advice would be welcome.
